In 1992 -1994 the Republic of Azerbaijan unleashed war against the people of Karabakh and concluded a truce with the Republic of Nagorno Karabakh. However, it was the Republic of Armenia that was, for one reason or another, involved in the negotiations of the OSCE Minsk Group instead of Nagorno Karabakh. In such circumstances the people of Nagorno Karabakh are refused to enjoy their right to self-determination established by the UN human rights convention and the final act of Helsinki OSCE advisory meeting.
